PCD is working with Risewell Homes on the development of Kingston Terrace Town Center, the western-most parcel in King City’s recent annexation into the Urban Growth Boundary. With 6 phases in total, the 136-acre development will result in an added 1,330 dwelling units to the City’s boundary. Eight mixed-use and 4 residential buildings will line the entrance to the development on River Terrace Boulevard, providing 33,912 square feet of commercial space available for small retail sales and services, restaurants, and main street business aimed to serve residents of Kingston Terrace, King City, and future River Terrace 2.0 development. A variety of parks and open spaces are also provided throughout the Town Center development with over 20,000 square feet of urban plaza space, 6.5-acres of activated park blocks, and around 20-acres of natural open space in the southern portion of the site.
Construction of homes in Phase 1 began in Winter of 2025, and PCD is excited to see how the designs are realized in future phases.
Major Infrastructure components completed to date:
- Beef Bend Waterline Extension: reaching from SW 150th all the way to SW Roy Rogers Rd., this vital piece of infrastructure will serve future development in the Kingston Terrace Master Plan Development Area. Over 3,000 linear feet of 16” waterline was permitted through the City of Tigard, Washington County, and Clean Water Services and required extensive utility coordination due to gas line conflicts found during construction.
- Roy Rogers / Beef Bend Traffic Signal: Due to the projected increase in traffic counts through this intersection, PCD worked closely with our traffic signal consultant (Kittelson & Associates), Washington County, City of King City, and developer Risewell Homes to place and design infrastructure surrounding the new stop lights.
- Purple Pipe (non-potable) Water: Designed for utilizing non-potable water to irrigate publicly-owned landscaping, PCD collaborated with Clean Water Services to implement their newly developed “purple pipe” system.
- Kingston Terrace Blvd and River Terrace Blvd Roundabout: Situated at the intersection of these two key boulevards, the roundabout will provide an aesthetic and visual entrance into the future municipal buildings for the City of King City.
